Where were they and why did they need a copy of the birth certificate in 1964?

The new Constitution of the Republic of Kenya was very explicit about who would be a citizen of the new nation... and it is very possible that a child born to a Kenyan national married to a non-Kenyan mother now living outside of Kenya would need proof of Kenyan birth in Kenya before 12/12/1963 to establish that paternal relationship AND birth right. That would be a very important reason to seek and obtain a certification of the recorded birth in Kenyan territory.
