What's Bush's plan to FIX the BORDER?
He has a plan to make it easier to import cheap labor, but what's his plan to FIX the border?
What legislation has he submitted to massively increase the number of Border Patrol Agents?
What legislation has he submitted to build a physical barrier (fence, wall, or whatever you want to call it)?
What legislation has he submitted to increase punishment and penalties for illegal border crossers?
What legislation has he submitted to crack down on employers of illegals?
Bush doesn't want to FIX the Borders.

"...but what's his plan to FIX the border?"A guest worker program.
What's so hard to understand about that?

"What legislation has he submitted to massively increase the number of Border Patrol Agents?"That won't be necessary if the flow is directed properly.
"What legislation has he submitted to build a physical barrier (fence, wall, or whatever you want to call it)?"
Not needed, not effective.
You have bought into the idea that those things are the only way to "fix" the borders, and that's simply not true.
There are other, more effective ways to control the borders, and creating an organized, monitored entry/return program for guests workers is a great start.
