No offense to Pukin Dog, but this is anything but "over". Congress can do practically anything it wants if it has the votes to override a veto. A good example of this would be how the reconstruction era congress totally took Andrew Johnson to the woodshed.
If congress wanted to, it would disovled CIFUS and disolve all of the port leases. The president couldn't do anything about and neither could the SCOTUS.
BTW, contray to what Pukin Dog alledges, Congress most certianly does have foreign policy power - the approval of treaties is a glaring example.
The President does not take such an oath. Maybe you're thinking of your local police force?

1) Gee, having the same party controlling both houses of Congress didn't stop Kennedy, Johnson, and Carter from vetoing bills that weren't sufficently socialist enough for them.
2) Republicans Coolidge and Hoover veteod plenty of bills passed by a Republican controlled Congress. So did Ike during his first term.
