President allotting so many ($350,000,000) hard earned tax dollars to other countries without the approval of US citizens is understandable.
Actually, the President doesn't have the power to allot. He recommends to Congress, they allot, he signs into law. It's not a democracy; it's a representative republic. These are the leaders that we elected.
