Yes, Congress did pass this expense. It is in a fund earmarked for emergency aid. Anything above the amount in the fund will have to be approved by Congress. If you don't like it, write your Representative and Senator. <>Better yet, write your newspaper and be sure to sign your real name.

I'm not sure when exactly it's going to the house, but their seems to be a lot of support for it. It will most likely come after the certification of the election. I'll check it out.
I don't think Bush made the commitment without rallying sufficient congressional support. I could be wrong about this, but I'd never stick my neck out like that.
