I think Snopes has a page on it, it has been so long that I have forgotten why it was there.
I emailed it to her Ma, but the scarey incident on her local news, with little info of course, was this guy receiving leaking mercury.

NOTE: Clouds Enterprise is al qaeda's PR arm (!). It is generally accepted that it is an organization not any one person. The jihadis are awaiting a signal from the next video or audio release, or perhaps the recent re-releases with new English subtitles already contained the message they awaited.
