It's becoming obvious now. It was always so. She'll be announcing for President soon. I want it recorded that I didn't believe the Clinton's lastest lie.
I say Dec 2,2003 she will announce.

President Bush would have to do something catastrophic, for her to enter the '04 race.What effect would a catastrophic event such as another massive terrorist assault have on President Bush's reelection? Would Americans rally to him if he provided the same leadership as post 9/11 or blame him for not preventing it?

She will replace the Democratic candidate for President on October 18, 2004, after spending a long weekend with Bill deciding how to respond to the a) tragic air crash, b) tragic assassination, c) untimely death from natural causes, d) withdrawal for personal reasons, e) unfortunate scandal being exploited by heartless Republicans, forcing a late change on the Party.

Hilly has another problem, if she decides not to run in 04, she faces re-election in 06. If Rudy decides to run against her, she could very well lose. Not to her likeing.

I don't think there will be another 9-11 style attack on American soil until after the election. The terrorist masters are not stupid. They have a definite interest in seeing a pro-terrorist Democrat elected. One who, like Bill Clinton, will do nothing in response to attacks (except to posture and emote). To stage a major attack at any time before the election will guarantee W's re-election.

That's been my guess all along, basically for the reasons you've outlined as well as not having to go through the long, painful, and exhausting primary season.
"08 becomes alot easier if she can scare everyone else from running against her. Also by that time the W economy will be running out of juice.

I can't believe she will go to her grave without running. She controls most of the media still, but that will be gone by 08. She controls the purse strings of the DNC now, her airbrushed face is how she's envisioned now. The dems are sputtering mad about everything, especially about Bush implementing all their programs.
All of that is likely to be gone by 08.
If she's going to run, she has to run now.
