That reminds me of a few years back, when the state of Michigan bought 100,000 "State of Michigan" pencils from a supplier for five cents each, or so.
The supplier had 5,000 overruns of this pencil from the manufacturer, so they started selling them for ten cents each. Somehow, the RAT attorney general of Michigan found out, and threatened the supplier with illegal possession of "official state property". The supplier stood his ground, and said that the words "state of Michigan" did not make the pencils the property of the government.
To avoid an embarrassing court fight, the attorney general "ordered" the supplier to sell the 5,000 extra pencils to the state for 20 cents each. It only cost the taxpayer an extra $1000 to prevent "official state pencils" from entering the black market, where who knows what they'd be used for? I know I slept better after that.
