God I swear I think I would kiss the first journalist who had the brains/work ethic to get the facts right on New Source Review in regard to air regulations (come to think of it, that probably won't encourage any of them to do their job correctly. But you get the idea….). My day job is environmental consulting, specifically air pollution matters. What a lot of half wits (and/or outright liars) call "relaxing" the regs is nothing of the sort.

Quickly. New Source Review (NSR) is a group of regs that has been around for over a decade. As part of NSR, if a plant increases emissions it must then jump through various bureaucratic hoops, dependent on size. Increased production may (or may not) trigger this as well. But what constitutes increased production is debatable. The regs were not specific on what type of maintenance or what replacements could be considered as increases in production. In fact, the regs were written and specifically stated these factors needed to be determined at a later date.

Bush's people are just following up on defining allowed maintenance. It is NOT a weakening of the regs - these terms were previously undefined! As for the definition finally settled upon - let me put it this way: if an enviro-weenie thinks their car's emissions should be retested after its tires are rotated, then they have a consistent reason to complain about the NSR rulings. Stupid and pointless reasoning, but consistent.
