I understood that S. Korea has built up to the fence. I didn't realize that N. Korea was that far behind.

I didn't realize that N. Korea was that far behind.

I read something on this just a couple of months ago in the Times. Seems North Korea's end of the deal is wending its way through the bureaucracy - maybe.

I don't think they really care about this - it's another bone to throw to the west as a distraction.
