Perhaps there is a continuing worldwide program to monitor the damage done by nuclear testing during the cold war.

The first recorded instance of these bizarre mutilations occurred in Wyoming way back in the 1890's, long before Hanford existed or el chupa-whatever exploits were splashed across South American newspapers.

i have never heard of this dwarf, not even on stern;-). i have heard of the radiation hypothesis, yet this is Argentina, which would tend to negate this idea.
