City folks are use to the hustle and bustle and all the noise .. they know what to expect and what to do if something happens

Put a city person up against a bear and they freak .. put a city people person up against a robber and they know to kick'em in the balls and run

Where I lived in Colorado we had bears and mountain lions. Just like with snakes and other critters, it is a matter of being educated as to how they think. Most wild animals are very predictable and what to expect from them in any given situation is mostly common sense. Most of them do not want a confrontation any more than you do, so it is mostly a matter of giving them their space and being alert. Of course, if that doesn't work, you can always kick the bear in the balls and tell him to biteyourass! Hehehe....he might take you at your word though.
