I'm not sure what this thread is about, but if you're making this quote, I imagine it has something to do with the reasons the Elves (Noldor) made the Great Rings of Power, which was to essentially stop the process of 'fading' using (magical) technology. I believe that was what Tolkien was referring to in this letter.
