If low voter turnout of a perceived segment of the population, such as Democrats, blacks, etc., is a perceived problem, the only recourse is for government to treat that segment differently than the rest somehow, in order to motivate them, bring the polls into their homes or whatever.

This sort of unequal treatment of favored groups in order to achieve a specific perception of "equality" is one of the basis of socialism.

It may achieve the egalitarianism that the Left admires, but in doing so, it kills the individual liberty and personal freedom for which our country was founded.
