My house is built into a hillside (the only level ground is a little strip between the house and the road), so I may never have a garden.

Why not seed a large portion with wildflowers? The folks up the street from us did that and it was just lovely. At the end of the season, I think they just mowed them down and they came up again the following year (assuming they're perennials, of course). That way you don't have to mow the hill during grass growing season. Kills two birds with one stone! You get lots of pretty flowers, and you don't have to balance the mower on the hill.

I CAN'T mow that hill (unless I get a weedwhacker, which I should - this year I just pulled stuff up by hand or killed them.) It's very steep, which is why I'm thinking tiers. But wildflowers might just work. I should look into that. The guy who lived here before did nothing with the backyard at all, and I followed suit this year, but even though you can't see the weeds and shrubs from the road, *I* see them, and it really bothers me.
