This would be on the edge of a Hippa violation. People can observe who goes into and out of an institution. It may not be super easy, but it is probably public. Are there cameras covering the entrances?

It is possible to come in and leave incognito, but I doubt it is common.

It is not as if personal medical records of the individual were released. Rather it is simply if he was there.
