This is what black culture develops and I place the blame on the Civil Rights legislation of the late 1960's. Prior to that time, single-parent black children were about 20% of the black children population. Today, it's 73%. The black family has disappeared. Why? I think a good measure is because welfare recipients get larger checks when the father is NOT present.

How 'bout this: reduce welfare payments to 80% of their current levels if the father is not present, but 100% if he is. Momma is going to hold the father's feet to the fire for that much cash, or maybe she'll think twice about having kids with no father.

"Back in the '60s, we blacks made a very bad deal with America.

"We demanded that America help us develop. But if this was logical it was also naive. It seduced us into putting out faith right back into the hands of the same White America that had oppressed us in the first place. We began to live by a formula. America's racial guilt was our power. White guilt became Black Power.

"Of course there was a catch. To milk White guilt we always had to be victims of White racism. White racism and black victimization became the heart and soul of liberal power in America."
