Lets just say for example that AI says "if you do this and then this, that, and that" you could destroy 1billion people". What weapon could possibly be made by "potential terrorists or..." that hasn't already been dreamt up? What could be so powerful that it would instead likely kill the bad guys and their country long before they figure out a delivery system?
