This approach is very useful to understand the swamp.

Contractors, vendors, bureaucrats, political insiders arrange a system where they each use taxpayer money to benefit each other. Then they tell the taxpayer it is OK because they all agreed to it. The textbooks and media say this is the system.... our system and it works....for us inside the swamp.
