I hope he recovers. I do not say this in cliche. I have personally witnessed someone that was written off as brain dead, where the family was being pushed for organ donation, recover! He over dosed on drugs, his friends were scared and abandoned him not notifying the authorities.

Anyone who indulges in a dangerous activity (riding motorcycles, doing drugs, etc.) should be required to declare it when applying for insurance. Then the premiums are adjusted upward accordingly.
Don’t declare? Then you’re not covered if that activity causes you harm.

Drink booze?
