Good thing this wasn't in California - she'd still be living on the property rent free in perpetuity. And, the state doesn't want landlords to do any sort of background checks on tenants, including criminal records. I believe this is a "land grab" ploy for the state to acquire the properties and turn them into "affordable housing."
