Phoenix is a very unlikely city. Water has to be pumped uphill hundreds of miles to keep that city alive. Air conditioning has allowed the city to expand massively. If Civilization collapses cities like Phoenix will be among the first to dry up and die.
But apparently there is plenty of water for data centers, semi-conductor factories, and related industries.
