Years ago at an aution hug bought two HUGE ceramic crocks, with lids. We have a pantry room which stays cool in the summer, with a small A/C in case it warms up above 60. White and whole wheat flour keep fresh. You’re in FL so... Maybe a small room with A/C might help flour stay fresh and bug free.

Even the inside cupboard had the dang weevils in a hermetically sealed glass vessel.

I’ve always placed freshly purchased flour and cornmeal in the freezer for 24 hours prior to their storage in the pantry.

Never had a bug.

IMO the bugs come in the flour. So sealed containers don’t do any good at all. They hatch out and multiply right inside the flour ... or pasta or rice ....

What has worked for me is keeping it in the freezer. No bugs.
