5 bucks may not be much to you and I. But for some 20 bucks a month is a lot of money.

I suspect you are a trucker. As a businessperson, you would largely or totally pass the costs onto your customers.
If an employee, your employer and its customers would pay.
Since you are complaining, you probably own your own rig.
