Sausalito’s new city manager was arrested early Saturday on suspicion of felony burglary after Marin County sheriff’s deputies responding to a noise complaint found her aboard a yacht that authorities say belonged to someone else.
Elaine Forbes told deputies she was having “a bad morning” and insisted they leave what she claimed was her boat, the Marin Independent Journal reported.
Forbes, 53, was taken into custody less than three weeks after starting as Sausalito’s top administrative official.
The arrest came two days after the Sausalito City Council placed her on administrative leave following a closed-session meeting.
Deputies responded to the Sausalito Yacht Harbor shortly before 7 a.m. Saturday, where they said Forbes was found aboard a vessel she did not have permission to board.
According to the Marin County Sheriff’s Office, Forbes initially told deputies the yacht belonged to her. Investigators later contacted the vessel’s owner, who said Forbes was not authorized to be aboard.

Some cities have both - an elected mayor to perform the ceremonial duties and then a city manager appointed by the city council to conduct business.
Correction, the mayor in a Council/manager model is essentialy the chair of the board leading policy development and budget approval nad oversight.
The council hires the city manager who then hires and manages all staff (except sometimes a council has direct hire of a couple of people like city clerk and corporation counsel as is done in Portland Maine).
This is when done right.

Not odd. She was on a date, he rented/maintained the boat so he had the security code. He left her there and wants to deny he took her there. Even if he owns the boat, he wants to deny it. His wife and kids would be pretty upset.
No mention of a lovers quarrel from what I've seen yet
A different article suggested she was trying to steal the boat, but getting a pass code makes the most sense..
