I wonder why they're not playing matches in the 100K seat stadiums. According to https://en.wikipedia.org/wiki/List_of_stadiums_by_capacity there are only 11 stadiums for 100K in the entire world, with 8 of them in the U.S.

For 8 college football teams in the U.S., 100K fans in the stadium is a normal home game. But for virtually all of the World Cup soccer players, it would have been a once in a lifetime experience.

Just a guess but maybe for the games like the final it would be but if they didn’t sell out 50k in a 100k stadium would not be the same as a sold out 50k stadium.
