The end of the Soviet Union left us with a CIA that needed stuff to do. They began working on domestic projects. That is not supposed to happen.

After Prohibition ended, we got the National Firearms Act of 1934 so that the government could have a new toy to play with. Same deal as the CIA and the fall of the Soviets.
