I guess I could understand if they explicitly said, "he would not face the death penalty" because he made a deal. But they don't say "he won't face it".

"not eligible", I think, implies that his crime wasn't serious enough to warrant such a charge in the first place. That's crazy.

Did they cite the written words which took Capital off the menu? This guy is holding keys to a lot of locked doors and the DOJ has to explain why Capital is gone, without tipping off the targets which would be now under investigation, that the assassin grew a beak. Or not, I don’t know.
