Certain parts of rural WA and OR remain almost exclusively white. For example, I’m moving to Clackamas County Oregon this month, which is the County immediately South of Portland, OR. Portland used to be one of the whitest major cities in America, but that is no longer the case.
In Clackamas, where I’m literally 2 miles South of Portland proper, blacks are about 1.5% of the population. Crime is correspondingly lower, just 2 miles South of that Demographic and the non-application of law in Portland’s Multnomah County.
If you get out of the major cities of the Pacific North West, you may have a lot of Hispanics (10% in Clackamas, for example), but almost no blacks.
And the blacks you do get are not infected with ghetto culture. So you run into a random black guy in Clackamas, and he’s MUCH more likely to be a decent guy than, say, a black guy in Tacoma, WA from which I’m moving.
