So apparently, by your criteria, some street thug in the barrio or the hood who spawns a dozen plus bastard offspring (most of whom will grow up to be a drain on society) is a more valuable member of society than an engineer or MD with 1-2 kids.

You obviously didn't think this through very carefully, if what you said had the least merit, Ghana and Eritrea with their sky-high birthrates would be economic and technological powerhouses. In reality, when low quality Third World peoples breed prolifically, they're just breeding more poverty. They do the same when they invade advanced nations.
