You seem to be intentionally and qute stubbornly missing the point that I was making with those examples.
The fact that Asian civilizations waxed and waned (as did western cultures) suggests that they are capable of advancement even at low points. In contrast, some peoples never had a waxing phase (or a civilization) to begin with, which makes me doubt that they're collectively capable of doing so - e.g. Sub-Saharan Africa never produced anything on par with any of the civilizations that I listed.

And I thought so too until learning more about the Kingdom of Aksum - Ethiopia and the Mali and Songhai empires. Furthermore, which is why I quoted Heart of Darkness —> the fact that the Britons in the past were head-hunters and not civilized doesn’t mean that they couldn’t do so in the future - if their culture changed.
