What you say is correct. Even if we grant the assumption that the problems with e.g. Somalis, Hmong, Central Americans and other Third World immigrants are purely cultural and not at all biological as Cronos believes, it would take generations to assimilate such people at a huge social cost.

This begs the question of whether it's worth tolerating several generations of dysfunctional behavior for the sake of hoping to get normal or at least tolerable human beings generations later. The answer is "no", even under this most optimistic scenario.

As i wrote above - that question “should the USA take the lowest of these in?” is a different question from “are they GENETICALLY capable of building a great civilization on their own”

To the latter, the answer is yes - provided the other variables (environment, culture, societal norms, laws etc.) are met

To the former, the answer is “No” - the USA doesn’t NEED to take anyone in. If it wants, it can take the best and the brightest, but it is under no obligation to take anyone from anywhere
