As i wrote above - that question “should the USA take the lowest of these in?” is a different question from “are they GENETICALLY capable of building a great civilization on their own”
To the latter, the answer is yes - provided the other variables (environment, culture, societal norms, laws etc.) are met
To the former, the answer is “No” - the USA doesn’t NEED to take anyone in. If it wants, it can take the best and the brightest, but it is under no obligation to take anyone from anywhere
