Judges aren't hourly employees and a doubt the police commander is as well. Judges and clerks got fed up and roasted her.

It has two benefits for them:

One, it is cheaper. No motel room.

Two, they can flaunt their authority by treating public buildings as their own domain where they can do as they please.
