We need mental institutions and non-voluntary commitment. Homeless people should not be on the street. Clearly, we have enough money to make this happen.
I recall reading (here) about an interview that Elon Musk had, where a journalist asked him why he did not give more of his net worth to solve homelessness. As I recall, he responded by informing that homelessness is not a money problem, that for the vast majority of homeless it is instead an untreated mental health and/or substance abuse outcome and that it will not improve until we reach a consensus that it is not compassionate or helpful to allow mentally ill addicts to live outside, under bridges, etc.
