I just call it racism...drawing districts based on skin color.
What does the Justice department have to do with it? They don’t draw the lines. Perhaps it for rubbing it in purposes.
JMO. But is a case of money talks and it is not unusual
for ethic groups to be in sectors that basically relate
in some way to money income. It is also a gauge towards
human preferences.
