Part of the problem is the British elites’ pathetic desire to hold onto Empire.
When the British Empire collapsed, the British Commonwealth was formed. Commonwealth citizens can freely travel to the UK.
The UK should have just cut those countries loose. But, no. Can’t have the sun settling on the British Empire.
