Modifying an existing plane already built and flying than taking one from the assembly line and bringing to specs
Because there is not the will to build at a rate that can sustain more yards, and because of the same reason California went from one of the world’s biggest aircraft builders to having no aircraft production capability - overly restrictive regulations made them economically unsustainable.
