Not that a more serious charge would matter. A NYC judge would just dismiss it.
It seems like drones and the normal public and business cameras could collect all the evidence needed to make solid arrests of the core people and vehicles involved.
Do that and then send in the arresting crews and tire popping devices, blocking vehicles, and roadblocks and run down the ones who escape, with the camera data.
This isn’t even close to being an unsolvable problem, surely the NYPD can figure out something.
