Those buildings are inspected yearly by both the fire dept and fire sprinkler personnel and signed off as up to California state code. I'm sure they were inspected and up to code.

The fire protection systems are kept up to state code in buildings of that size and smaller, they are inspected and pumps and systems are tested and signed off as working and inspected by fire protection personel and the fire dept, what more do you think they should do?

I know because i’ve done fire sprinkler system testing and inspection myself. The inspections and testing are done routinely and they are no joke, especially in Ca where I’ve worked doing it, to think they didn’t have a fire protection system is ridiculous.
