They aren’t endangered... Shooting the odd one every now and then should be acceptable. Especially if you have cats or small children in your yard.
If he’d shot a human, he’d certainly be let out on a “no bond” bail.
I don’t know if they were technically endangered but while DDT was being used and for awhile following, their numbers were few. It was rare to see one. Now they are numerous any where there is a body of water and are a nuisance. There should be limited hunting on them.

Drive past Klamath Lake Oregon certain times of years and the bald eagles are out like starlings. Before the city stole my property I had a pair making a nest in one of my ponderosa trees. It was great to have them but what a crap position that would have put me in. They nest, I lose the property to protect them. I scare them away and I’m busted for harassing the birds. Heck, If I picked up their feathers I would be arrested.
BUT... Since the city took the land through eminent domain, they bulldozed the entire property without a care in the world.
