In the USA, too many blacks became dependent on massive government handouts, and they'd be better off, as a group, without such large handouts. The problem is, Democrats, via these programs, keep "telling" blacks that they can't make it on their own and require, and thus demand, these handouts.
When I was stationed in England in the 1970s for three years, there weren't a lot of blacks in rural Suffolk or Norfolk but the blacks who I encountered in London seemed the same as the white people in London. They dressed the same, were just as polite, and their spoken English sounded the same (to me) as any other English person. I haven't been back in many years, but from what I hear, it's a lot different now though I suspect that Suffolk and Norfolk are pretty much the same.
In 1985 a black man in London asked me directions. He addressed me as “mate,” and I could barely understand his Cockney brogue but understood just enough to help him. And he apparently understood my California accent.
