As Devil’s advocate, I ask......Where is she to go? Where did she come from?

If the expense total for minimum care in the hospital is =< expense to taxpayers providing welfare, Staying is to the state a win option.

For the state, alas, there is no good option

When a welfare recipient is admitted to the hospital, her welfare benefits are not automatically discontinued.

This woman is probably a double-dipper (at least) - probably receiving welfare benefits, food stamps, etc. - in addition to occupying a hospital bed in spite of having been officially discharged.

The hospital should repurpose her room as a morgue and start stacking the cadavers.
