Thomas Sowell explains this dynamic well in his excellent book “Black Rednecks and White Liberals”

I asked Grok to summarize it (something Grok generally does well):

INTRODUCTION
*******************************************************************
“Black Rednecks and White Liberals” (2005) is a collection of six essays by economist and social theorist Thomas Sowell.

The book challenges conventional explanations of racial disparities, culture, and social policy, emphasizing cultural patterns over race or inherent biology as drivers of group outcomes.

Sowell uses historical evidence and comparative analysis to argue that many social problems attributed to racism or slavery have deeper cultural roots.

The Title Essay: “Black Rednecks and White Liberals” (Core Thesis)
*******************************************************************
This is the book’s most famous and provocative chapter. Sowell argues that many dysfunctional behaviors and attitudes commonly associated with modern **urban black ghetto culture** (e.g., aversion to work, proneness to violence, educational neglect, sexual promiscuity, improvidence, touchy pride, boastfulness, lively music/dance styles, and emotional religious expression) did not originate in Africa, slavery, or unique black experiences.

Instead, these traits trace back to the **”redneck” or “cracker” culture** of poor whites in the antebellum American South. That Southern subculture itself originated in the **lawless border regions** of Britain (especially among Highland Scots, Ulster Scots, “North Britons,” and Welsh borderers), who migrated to the U.S. South in large numbers.

- Both poor Southern whites and enslaved blacks (concentrated in the South) shared and absorbed this same cultural pattern during centuries of close proximity.

- Over time (especially in the 20th century), most white Southerners abandoned these self-destructive habits as they moved up economically and socially.

- However, segments of the black population—particularly in Northern urban ghettos after the Great Migration—retained and even amplified them, while mistaking them for an authentic “black identity.”

- White liberals (in Sowell’s view) have worsened the problem by romanticizing and celebrating these dysfunctional traits as genuine racial heritage, discouraging their abandonment. Policies like expansive welfare and certain forms of affirmative action, he argues, enable and perpetuate dependency rather than promoting personal responsibility and cultural change.

Sowell stresses that this is **not** about race being the cause—similar patterns appear across groups worldwide when they inherit or adopt counterproductive cultures.

The Other Essays
*******************************************************************
The remaining chapters extend similar cultural and historical lenses:
- “Are Jews Generic?”** — Examines middleman minorities (e.g., Jews, overseas Chinese, Lebanese) who face recurring hostility across societies due to their economic roles rather than unique prejudice.

- “The Real History of Slavery”** — Compares slavery globally and argues that Western moral opposition to it (and eventual abolition) was exceptional, not the norm in human history.

- “The Education of Minority Children”** — Critiques progressive educational approaches and highlights successful historical examples of black education that emphasized discipline, standards, and cultural assimilation.

- “History versus Visions”** — Contrasts fact-based analysis with ideological visions that distort reality (including on race).

- “The Late-20th-Century Political Repercussions of the German Example”** (or similar title in some editions) — Discusses how multiculturalism and identity politics can lead to counterproductive outcomes, drawing on German history and other cases.

SUMMARY:\*******************************************************************
Overall, the book is written in Sowell’s clear, evidence-heavy style. It attacks what he sees as prevailing myths about race, insists culture matters enormously, and warns against well-intentioned but harmful liberal paternalism. It remains highly influential (and controversial) in conservative and libertarian circles for reframing racial discussions around **culture**, **history**, and **personal agency** rather than systemic racism alone.

Sub-Sahara Africa has no “crackers” or any “redneck” Scots-Irish culture aka “poor Southern Whites” to blame. Sowell’s theory is quite a stretch.

His fact line

Sowell stresses that this is **not** about race being the cause—similar patterns appear across groups worldwide when they inherit or adopt counterproductive cultures.

‘The Thomas Sowell Reader’ is on my nightstand. It should be required reading for every American Citizen. He is a jewel.
