Do both parents need to be members for the child to be considered a full-fledged member of the tribe?

Depends but usually not. If it was the tribe would quickly suffer from massive inbreeding and would result in death in about four generations.

Generally the baby is considered a member of what ever tribe their parents live with.

Cabeza de Vaca, after he was shipwrecked on the coast of Texas (near present-day Galveston), got to know some of the local Indian tribes while being held as a slave for several years. One or two of the tribes killed all their baby girls because if they grew up they would marry men from other tribes and produce sons who would later fight against the tribe the daughters were born into. Those tribes later became extinct.
