He’s tapering - maybe - and sending amphibious assault ships. He’s keeping them guessing. They have NO IDEA what he’s going to do next. He’s also smart enough to cover all the bases, or as many as possible.
I suspect that any “boots on the ground” activity will be quick, decisive, and clandestine. By the time we know about it, it will have been completed.

Note that USS Boxer and at least two of its friends are coming out of San Diego with Pendleton/29Palms Marines. They’re carrying at least 2200 of my cuzzins who’ve been out in the desert long enough to have developed some attitude. For those amphibs it’s a two week, 6,000 mile, run to the ME so we’re not quite to the end of Trump’s Iraghead cleanup operation.
