Maybe these dogs are feral and no owners involved. I would hope an owner is not irresponsible enough to let a pack roam free. If there are, then charge away.

Not at all unusual for rural dog owners to let their dogs run loose during the day. Heard of incident where guy came home from work (northwest GA) and found a pack of dogs lying down in his calf pen with just the head of a calf left. He got his trusty AR15 and killed all but a couple of them. The dog owners were of course incensed and took him to court. The judge determined that the dog owners indeed owned the dogs and forced the calf owner to pay some nominal sum for the dogs but then made the dog owners pay $800 for the calf. Not sure about the dollar amounts these anecdotes vary in the telling, but the dog owners came off second best.

Sadly people take their animals out to the country and dump them. Small dogs get killed, cats may survive and find a barn, large dogs form packs.

Occasionally the neighborhood has to organize a hunt.
