Americans are the ones who paid the tariffs in the form of increased cost of goods. Foreigners didn't pay a dime.
For the record, I'm strongly in favor of tariffs, but only as a replacement for the income tax, as the founders intended.

It looks like either the importers or the foreigners paid from 6 to 16 percent of the tariffs. Although Peter Schiff said that would eventually fade away to 100% on the consumer if the tariffs continued. So it is confirmed that tariffs are just a tax on US citizens as you imply.

Some Americans might have paid a bit more. Some sellers 'paid' some portion in terms of increased costs and not-as-increased revenues. Some importers did the same, and are the ones that actually remit the payment. Exporters 'pay' a portion as well, in reduced prices when sold to importers.
And thun some Americans win, when they can keep their business afloat and not get undercut by Chinese crap.
