They could keep their invaders but they and their residents as of the date of separation would lose the ability to participate in the federal government.
Corporate taxation in the independent City States and the remains of the United States would be dedicated to existing federal debt service.
By declaring themselves as sanctuaries and abrogating Federal law, the City States have in effect resigned from the Union
