You are not making sense..as usual.
If a nuclear war breaks out, first thing any country would do is try and destroy incoming nuclear missiles...by shooting them down if they can.
Will they try to take out comms too?
Yup.
But that doesn't mean they are not going to take out nuclear launch sites on earth if they can. It will be an all out war.

You are being tone deaf. As an example, China won’t start a nuke war with us, but they would start a war to regain Taiwan, which we might try to intervene in. One nuke in space and much of our ability is degraded. There is not an equivalent counter response to this since China is so much less reliant on space assets.
