It's kind of suspicious how many technicalities have been cited as reasons for not wanting to drag the gang-activity-plagued lake.
If you were a city councilwoman, and your district included a derelict lake run by gangs, roughly in front of the Mexican consulate, and it was believed to contain a lot of dead bodies, wouldn't you want the potential mass grave cleared?

Well, the one who represents Los Angeles's MacArthur Park lake reportedly doesn't.
She's denied it, of course.
But the California Post reports that a private bid to use sonor to scan the bottom of the lake to locate all the bodies, weapons, and trash, was halted by one Los Angeles City Councilwoman Eunisses Hernandez, who doesn't want that done, citing a park ranger.
According to the California Post:
A high-tech search for dead bodies, guns and other criminal evidence dumped in MacArthur Park Lake was halted at the last minute on Monday morning, The California Post has learned.
Park rangers told the search’s organizers that they shut down the planned operation on Monday morning at the last minute after the intervention from LA City Councilwoman Eunisses Hernandez.
Her office did not immediately return requests for comment regarding the reasons for the last-minute shutdown.
The shutdown happened moments after The Post arrived on the scene and despite the search mission being planned for months.

..was "the pipes might be messed up" - when the plan was to use SONAR to detect what was in the pond - which doesn't interfere with piping, lining or structure of the pond.
"Recent reports describe the water as green and stagnant, with trash, human waste, and visible signs of drug use."
